Secret Alliance
This is an alliance of all dogs, some are former agents gone bad, some are strays or come from kennels. These dogs are seeking revenge on not being part of D.O.G.S. They are still small but gaining power quickly. None of the agencies know of this group yet.
There is an Alpha and Beta who rule over this alliance. Both are still up for grabs.
