Once again the fate of the world rests in dogs and cats as the evil Mr. Tinkles and Kitty Galore team up to try and not only turn dogs against their humans but turn humans into slaves of all catkind! The plan is genious in their eyes and they recruite the help of many by blackmail and a new device that forces stray cats to follow them.

Although that is not the only problem that D.O.G.S and M.E.O.W.S face. There is a secret alliance forming that is not part of any other agency or group. This secret alliance seems to be made up of stray and kenneled canines who are seeking vengence against those who did them wrong, all dog, human, and catkind alike! Only those within the alliance know of its existance as they are still very small.

Will this be too much for one agency to handle? For both of them working together to handle? Will this secret alliance team up with Mr. Tinkles and Kitty Galore?
